Fee exemptions (JLTC) instruction

It is a condition of special government funding that a tuition fee cannot be charged to:

  • students from the Judy Lazarus Transition Centre who are able to physically access training outside of a custodial setting without supervision
  • young people required to undertake a course of study pursuant to a community based order made under the Children, Youth and Families Act 2005

To be eligible, an individual must meet the general citizenship/residency requirements and Victorian Training Guarantee requirements. Students who do not meet the general citizenship/residency requirements and the Victorian Training Guarantee (VTG) eligibility criteria are ineligible to receive a fee exemption.

Certain types of prisoner or detainee are ineligible for a government subsidised place under the terms of the 2013 TAFE Performance Agreement – see Definitions for the list of these.

The application for a fee exemption must include written confirmation that the student meets the eligibility requirements from either the management of the Judy Lazarus Transition Centre or the relevant Youth Justice Unit of the Department of Human Services.

Exclusions

All students except those enrolled in VET programs who are prisoners of the Judv Lazarus Transition Centre or who are young people required to undertake a course of study pursuant to a community based order.

Student and Hub

After enrolment and before the first census date

Step 4: Processing

Application for TAFE concessions, minimum fee and exemption forms are batched and sent for processing.

Hub/DMS

Within 48 hours of receipt of form

Step 5: Filing

The Application for TAFE concessions, minimum fee and exemption form and written confirmation is placed in the student file.

Within two weeks
