Enrolment: Workers in Transition Program instruction

Instruction statement

The Workers in Transition Program works with businesses facing closures or restructuring, to provide retrenched staff with training and a qualification to assist them in the transition to new employment.

Applicants in this scheme must meet all Victorian Training Guarantee (VTG) eligibility requirements except the upskilling requirement to receive access to government-subsidised training places.

Eligible students may undertake qualifications from certificate to advanced diploma level.

There is no minimum period of employment/unemployment to qualify for this scheme. Applicants must provide a Workers in Transition Program Eligibility Letter from the Department of Education and Early Childhood Development (DEECD) and are required to enrol within the time period specified in the Workers in Transition Program Eligibility Letter. Applicants must also provide a copy of the separation certificate from their previous employer.

Exclusions

This instruction applies only to applicants for vocational education programs who have a Workers in Transition Program Eligibility Letter from the DEECD, and not to any other applicant or student cohort.

Step 1: Application

Applicant provides school with Workers in Transition Program Eligibility Letter from the DEECD and a copy of the separation certificate from their previous employer.

Applicant must enrol within the time period specified in the Workers in Transition Program Eligibility Letter.

Step 2: Assessment – Victorian Training Guarantee (VTG)

Applicant is assessed for VTG eligibility using a Victorian Training Guarantee Application to establish eligibility for a government subsidised place in a school based TAFE program form.

At this time, the applicant will also complete a Victorian Training Guarantee 2014 Evidence of student eligibility and student declaration form and provide evidence to support their application. On submission of the declaration form, staff will sight the original evidence provided by the applicant and complete Section A and C of the declaration form to confirm eligibility.

Note: To be eligible for the Workers in Transition scheme applicants must meet all eligibility requirements of the VTG, with the exception of the prior qualifications (‘upskilling’) eligibility criteria.

Step 3: Pre-training review

Conduct pre-training review of current competencies including literacy and numeracy skills and to identify any competencies previously acquired (Recognition of Prior Learning, Recognition of Current Competency or credit transfer).

Step 4: Enrolment

Enrolment documentation is completed ensuring the correct fund source code is used.

Note: Applicants who qualify for this scheme must be enrolled under one of the following fund sources:

88 – Workers in Transition Program – General (not Apprentice/Trainee)

89 – Workers in Transition Program – Apprentice

90 – Workers in Transition Program – Trainee

Step 5: Enrolment documentation

The following enrolment documentation is completed and forwarded to Data Management Services for batching:

  • Workers in Transition enrolment checklist
  • a copy of the Workers in Transition Program Eligibility Letter from the DEECD
  • a copy of the separation certificate from the applicant’s previous employer
  • a copy of the Victorian Training Guarantee Application to establish eligibility for a government subsidised place in a school based TAFE program form
  • a Victorian Training Guarantee 2014 Evidence of student eligibility and student declaration form
  • quick admit slip (if required)
  • enrolment form.

Step 6: Batching

All enrolment documentation is batched and forwarded to Enrolment and Records for processing.

Step 7: Documentation check and processing

Vocational education staff within Enrolments and Records will:

1. Check forms for accuracy and completeness.

2. Process the enrolment in SAMS.

3. Update the SAMS record to flag the ‘upskilling’ requirement to ensure compliant reporting.

4. Scan the Workers in Transition Program Eligibility Letter and a copy of the separation certificate and retain the copies centrally.

Enrolment documentation is then returned to the School.

Note: Students referred under this initiative who do not meet the ‘upskilling’ requirement must also be reported to the DEECD.
