Course Description

This unit involves the skills and knowledge required to identify, apply and follow chain of responsibility policies and procedures in a supervisory role in relation to heavy vehicles.

It includes explaining the chain of responsibility features and administering the requirements in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations. It also involves administering and monitoring chain of responsibility workplace policies and procedures, and identifying and reporting chain of responsibility breaches.

Work is performed under general supervision.

Learning Outcomes


This course is structured to provide students with the optimum learning experience in order to demonstrate the skills and knowledge required to identify, apply and follow chain of responsibility policies and procedures in a supervisory role in relation to heavy vehicles.


Details of Learning Activities

A range of learning activities are planned for this course including self-paced and collaborative online classes (during COVID restrictions) and class based activities.

The collaborative classroom based activities will include group discussion, group problem solving activities and opportunities to practice your skills in a simulated/real workplace environment.

We expect you to participate and contribute in all scheduled learning activities and classes.

Overview of Assessment

Assessment Methods

Assessment methods have been designed to measure achievement of the requirements in a flexible manner over a range of assessment tasks, for example:

  • direct questioning combined with review of portfolios of evidence and third party workplace reports of on-the-job performance by the candidate
  • review of final printed documents
  • demonstration of techniques
  • observation of presentations
  • oral or written questioning to assess knowledge of software applications

You are advised that you are likely to be asked to personally demonstrate your assessment work to your teacher to ensure that the relevant competency standards are being met.

Performance  Evidence

You will be required to provide evidence of the following skills:

  • applying chain of responsibility obligations relating to own job role on a minimum of three occasions
  • applying and monitoring workplace policies and procedures relating to chain of responsibility in a supervisory role for a minimum of four weeks
  • preparing reports of chain of responsibility breaches on a minimum of three occasions, each about a different type of breach.

Knowledge Evidence

You are required to provide evidence of the following:

  • action required when possible breaches of the chain of responsibility are identified
  • consequences of non-compliance with the chain of responsibility
  • roles including
  1. duties within the individual’s own role
  2. duties performed by others under the individual’s supervision
  3. duties that influence or direct other parties in the chain of responsibility
  • methods and requirements to ensure management of fatigue, speed, load restraint, mass and dimension
  • parties in the chain of responsibility including
  1. consignors and consignees
  2. drivers/owner drivers
  3. employers, prime contractors and operators
  4. loaders
  5. loading managers
  6. packers
  7. parties in the extended liability provisions of the HVNL and regulations or applicable state/territory law and regulations
  8. schedulers
  • principal obligations relating to chain of responsibility in the HVNL and regulations or applicable state/territory law and regulations including
  1. consideration of traffic conditions in managing speed and fatigue
  2. extended liability
  3. fatigue, work and rest times
  4. securing loads
  5. vehicle dimension and load limits
  • what constitutes a duty, a reasonable step, a breach and a penalty to chain of responsibility regulations as they apply to a range of job roles
  • where to locate current chain of responsibility information
  • workplace policies and procedures around chain of responsibility for own job role and the range of job roles for which own job role is responsible.

You are encouraged to ask and answer questions during class time and online sessions so that you can obtain feedback on your understanding of the concepts and issues being discussed. Manage A Supply Chain

Assessment Task 1 - Manage Supply Chain - Q & R Report
Date and time due: Week 9

Purpose:

Supply chain management involves overseeing the entire supply chain cycle from raw materials to producers, component suppliers, manufacturers, wholesalers, third party service providers, retailers, customers and recyclers, plus freight, distribution and cash flow in order to understand this the assessment task 1 will look at:

  • Supply Chain Strategy
  • Supply Chain process integration
  • Management Components of SCM

  

Administer Chain of Responsibility

Assessment Task 2 – Administer COR Policies & Procedures


Date and time due: Week 12 
Group or Individual: Individual – Note: This assignment follows on from Assignment 1 – on the same company if possible.

Purpose:
This assignment will allow you to demonstrate your understanding administered chain of responsibility policies and procedures. It requires you to research your current practices to review and ensure compliance within your organisation of your choosing.

Assessment Task 3 – Develop and Maintain Operational Procedures.
Date and time due: Week 15 
.

Purpose: 
This assignment will allow you to develop a plan of "Operational Procedures“. It requires you to develop innovative strategies and tactics to overcome day to day workplace issues that encourage meeting workplace goals and key performance indicators in a work area.

Submission Requirements

 

You should:

 

  • Ensure that you submit assessments on or before the due date. 
  • Always retain a copy of your assessment tasks. (hard copy and soft copy)
  • When you submit work for assessment at RMIT University you need to use the Assessment task document that includes a declaration and statement of authorship.
  • Each page of your assessment should include a footer with your name, student number, the title of the assessment, unit code and title and page numbers.

Late Submission Procedures

You are required to submit assessment items and/or ensure performance based assessment is completed by the due dates.

If you are prevented from submitting an assessment item on time, by circumstances outside your control, you may apply in advance to your teacher for an extension to the due date of up to seven calendar days.

Resubmissions (VE Programs):

If you are found to be unsuccessful (Not satisfactory/Unsatisfactory) in a Course Assessment Task you will be allowed one resubmission.  Your teacher will provide feedback regarding what you need to do to improve and will set a new deadline for the resubmission. 

If you are still not meeting the assessment requirements you must apply to your Program Manager in writing outlining the steps you will take to demonstrate competence in your course. Your submission will be considered by the Program Team and you will be advised of the outcome as soon as possible.
